Credit: De Le Court Bernard &#8211; Service public de Wallonie<\/figcaption><\/figure><p>\u201cDams, weirs and other barriers block river flow, sediment flow, nutrient flow and the movement of animals, like fish and water insects,\u201d says Herman Wanningen, director of <a href=\"https:\/\/worldfishmigrationfoundation.com\" target=\"_blank\" rel=\"noreferrer noopener\">World Fish Migration Foundation<\/a> (WFMF) and founder of Dam Removals Europe. <\/p><p>\u201cThe river system and all its ecological functions are altered by these human-made structures. A river that doesn\u2019t flow and which isn\u2019t connected has low biodiversity and is slowly dying. <\/p><p>&#8220;In Europe, migratory fish stocks have plunged since the 1970s by more than 90%. But it\u2019s very exciting that fish like salmon and eel are returning fast &#8211; amazingly fast &#8211; and recolonizing the rivers after the dams and other barriers go down. It happened in France in the Selune river after barriers were removed in 2020 and 2022, but also in the Hitolanjoki river in Finland after a third dam was removed in 2023.\u201d<\/p><blockquote class=\"wp-block-quote\"><p>&#8220;A river that doesn\u2019t flow and which isn\u2019t connected has low biodiversity and is slowly dying.&#8221; <\/p><\/blockquote><p>Europe currently has 1.2 million river barriers.\u00a0Hundreds of rivers are disrupted or blocked by\u00a0dams, weirs, culverts and levees, often leading to the loss of breeding areas and reduced numbers of fish, such as salmon, sturgeon, trout and eels, which has a knock-on effect on an ecosystem\u2019s biodiversity, from brown bears and otters to eagles and insects.\u00a0<\/p><p>The structures were built to serve human needs, especially industry and agriculture, such as factories\u2019 watermills, irrigation, hydropower or navigation locks. But many of the structures are ageing, with more than 150,000 listed as old and obsolete, many at risk of collapse.\u00a0<\/p><figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1650\" height=\"1100\" src=\"https:\/\/c02.purpledshub.com\/uploads\/sites\/62\/2024\/04\/Juranov-potok-dam-before-removal.jpg\" alt=\"Jur\u00e1\u0148ov potok dam\" class=\"wp-image-98332\"\/><figcaption class=\"wp-element-caption\">Jur\u00e1\u0148ov potok dam in Slovakia before removal. France was the trailblazer with 156 barriers removed in 2023, followed by Spain, Sweden and Denmark, with the UK coming in at fifth position, with 36 reported removed dams, including barriers on the Camel, Dever and Tarrant rivers. <\/p><p>\u201cSince DRE started reporting on removals, the UK has been among the top five countries in Europe for the number of removals per year,\u201d says Wanningen.<\/p><p>Most removals occurred in west and north Europe, regions where density of river barriers is higher. But progress is also being made in other regions, including the Balkans, through an\u00a0<a href=\"https:\/\/worldfishmigrationfoundation.com\/portfolio-item\/scaling-up-dr-se-europe\/\" target=\"_blank\" rel=\"noreferrer noopener\">Open Rivers Programme-funded\u00a0<\/a>project to scale up dam removal in south-east Europe.\u00a0<\/p><p>Dam Removal Europe is a coalition of seven organisations, including <a href=\"https:\/\/worldfishmigrationfoundation.com\" target=\"_blank\" rel=\"noreferrer noopener\">World Fish Migration Foundation<\/a>, <a href=\"https:\/\/www.nature.org\/en-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Nature Conservancy<\/a>, <a href=\"https:\/\/support.wwf.org.uk\/adopt-an-animal?utm_source=Google-Pure-Brand&amp;utm_medium=PaidSearch-Brand&amp;pc=AWD014001&amp;ds_rl=1263317&amp;gad_source=1&amp;ds_rl=1263317&amp;gclid=EAIaIQobChMI9InchuOqhQMViIZQBh3SvAMeEAAYASAAEgK7QvD_BwE&amp;gclsrc=aw.ds\" target=\"_blank\" rel=\"noreferrer noopener\">WWF<\/a>, <a href=\"https:\/\/theriverstrust.org\" target=\"_blank\" rel=\"noreferrer noopener\">The Rivers Trust<\/a>, and <a href=\"https:\/\/rewildingeurope.com\" target=\"_blank\" rel=\"noreferrer noopener\">Rewilding Europe<\/a>, working to restore healthy, free-flowing rivers across Europe.<\/p><p>78% of the barriers removed from Europe\u2019s rivers in 2023 were lower than two metres high. 46% of the removed barriers were weirs, 36% were culverts, and 12% were dams.\u00a0<\/p><figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1650\" height=\"1100\" src=\"https:\/\/c02.purpledshub.com\/uploads\/sites\/62\/2024\/04\/Garlogie-Dam-before-removal.jpg\" alt=\"Garlogie Dam before removal\" class=\"wp-image-98336\"\/><figcaption class=\"wp-element-caption\">Garlogie Dam in Scotland before removal. And two fearless photographers are obsessed with finding it<\/a><\/li><li><a href=\"https:\/\/www.discoverwildlife.com\/animal-facts\/fish\/largest-freshwater-fish\" target=\"_blank\" rel=\"noreferrer noopener\">What is the world&#8217;s largest freshwater fish?<\/a><\/li><\/ul><p>Removing barriers and restoring the natural flow of rivers also\u00a0brings\u00a0ecosystem service benefits for people, such as\u00a0flood protection and water purification,\u00a0as well as recreational opportunities and leisure tourism businesses. \u00a0<\/p><p>Removing the river barriers isn\u2019t always popular. Local people sometimes worry there will be more flooding (though removing dams, if done properly, reduces the likelihood of flooding) or about a loss of a popular fishing or scenic spot. Energy companies who\u2019ve invested in dams for hydropower are also often reluctant to remove them, though Finland has been making strides, dismantling\u00a0functioning hydropower dams on the Hiitolanjoki River.\u00a0<\/p><p>Leaving old, obsolete barriers in place is not only seen as bad for nature, but a risk to\u00a0people\u2019s safety, with\u00a0collapsing dams and other river blockages a growing concern not just in Europe but globally, causing economic losses and damage to property and the local environment, displacing communities, and sometimes leading to a loss of human life.\u00a0<\/p><p>There were incidences of dams or barriers collapsing last year in\u00a0<a href=\"https:\/\/www.reuters.com\/world\/europe\/norway-evacuates-thousands-worst-floods-decades-2023-08-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">Norway<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.tellerreport.com\/life\/2023-08-06-slovenia--dam-breaks-during-floods-%E2%80%93-500-people-evacuated.S17qPRs3j3.html\" target=\"_blank\" rel=\"noreferrer noopener\">Slovenia<\/a>. Earlier this month, a federal emergency was declared in the Orenburg region of Russia following a <a href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/07\/russia-floods-federal-emergency-dam-bursts-orenburg-orsk-ural-river\" target=\"_blank\" rel=\"noreferrer noopener\">burst dam<\/a> on the Ural River. \u201cWe have proof that dams can fail and become unsafe,\u201d\u00a0says Wanningen.\u00a0\u201cWe now can show rivers become safer if old and obsolete dams and weirs are removed. We don\u2019t want uncontrolled collapsing dams and weirs.\u201d<\/p><p>In 2023, Dam Removal Europe studied the safety risks dams pose to swimmers, kayakers, and recreational river users. \u201cDams, in particular weirs (low-head dams), have also been identified as potential \u201cdrowning machines\u201d, due to the formation of an inescapably strong subsurface current,\u201d Wanningen explains. In this report, we made the first attempt to collect information on accidents that occur in European rivers since the 1800s. It was reported that 82 incidents of people getting stuck or caught in dams and weirs occurred in 16 countries, resulting in 129 fatalities. In 80.5% of the incidents, there was at least one death.\u201d<\/p><p>The compelling argument for freeing rivers has gathered momentum, with year-on-year increases of removals in recent times, 2023\u2019s figure a significant leap up from\u00a0101 removals in 2020. More is expected in 2024.\u00a0<\/p><p><strong>\u201c<\/strong>I hope to see the European dam removal movement expanding to Eastern Europe and the Danube region, as not many people are working on this topic there yet, but the rivers are amazingly valuable,&#8221; says Wanningen.<\/p><p>&#8220;We have 150,000 obsolete dams and weirs to go, which is a great challenge. I also hope that in 2024 the hydropower community starts to realise we should work together on saving free-flowing rivers, instead of thinking about more dams. It\u2019s time to rethink the way we\u2019re managing rivers and to open them up again.
